ABSTRACT

This study aims to verify a hypothesis that citizen participation has the mediating effect on the relations between expectancy disconformation of public services and settlement intention among local residents. To that end, this study analyzes “2019 Survey on Community Wellbeing in Korea” through stepwise regression. The findings show that the expectancy disconformation of public services has negative effect on the settlement intention and has the mediating effect of citizen participation. The same relations appear in the analysis by types of public services. This study finds that the effect of expectancy disconfirmation of education/culture/welfare type was strongest in settlement intention. In the light of policymaking, this result suggests that local government should provide public services that conform with their residents’ expectations for the sake of continuous settlement of the residents. It also suggests that local governments need to promote settlement intention by prioritizing the types of public services they provide in order of expectancy disconfirmation.
