AB - The Ministry of SMEs and Startups and other ministries form a network by participating in the national SMEs and Startups policies. Policy coordination works in a governance relating to the processes of interaction and decision-making among the central ministries involved in the national SMEs and Startups policies. This study sets up an analysis framework to examine the characteristics of policy governance for SMEs and Startups based on the theory of polycentric governance and network governance. Based on the analysis framework, the problems of SMEs and Startups policy governance are diagnosed and this study suggests policy alternatives.
