ABSTRACT

The purpose of this study is to analyze the causal conditions that affect youth employment policy in Seoul and their association. We investigated the labour market programs that the Seoul Metropolitan Government used in its youth employment policy in 2018. We analyzed the possible causal conditions and their relationship that the relevance of the project purpose, the suitability of the budget, the competence and expertise of the propulsion agent, and the suitability of the selection of consumers affected to the quantitative and qualitative performance of Seoul’s employment policy. We used the structured survey data and applied the fuzzy set qualitative comparative analysis (Fs/QCA)method. We found the factors related to the success and failure of Seoul’s employment policy (labor market program) through the verification of the necessary and sufficient conditions for achieving the results of youth employment policies in each program, such as employment support services, customized professional training and employment incentives. This study suggests an approach to select practical priorities for achieving performance in operating labor market programs in the public sector. It would be able to contribute to design future labor market programs by verifying requirements that could not produce the expected results of the policy.
