Transitioning to a Self-Regulatory Framework for Digital Platforms: Global Cases and Expert Insights

ABSTRACT

This study explores strategies for introducing and implementing self-regulation on digital platforms. Based on global cases and expert interviews, it identifies key challenges to self-regulation, such as ambiguity in definitions and goals, stakeholder conflicts, and the weak representation of self-regulatory organizations. To address these issues, the study proposes measures: clearly defining the objectives of self-regulation, specifying implementation responsibilities, ensuring transparent procedures, and establishing mechanisms to promote compliance. From an operational perspective, it recommends that self-regulatory organizations broaden stakeholder participation, institute transparent governance structures, implement robust complaint-handling processes, and establish independent monitoring bodies. Ultimately, the study argues that self-regulation should complement—not replace— government regulation, and emphasizes the need for sector-specific frameworks tailored to each platform domain.
