AB - The goal of this study is to suggest the policy orientations of national library collaboration based on the analysis of three types of resource such as information, human, and space. For this research purpose, this study carried out the analyses of foreign cases, the related laws and national policy, case review of various cooperation by library types and resources. In the end, the three policy orientations are proposed for development of national library: sharing public values, securing specialized contents, and having leadership in the global network.
