A Study on the Operational Changes and Improvement Measures of the Public Library Cultural and Arts Club Support Program in South Korea

ABSTRACT

This study examines the operational changes of South Korea's Library Cultural and Arts Club Support Program from 2016 to 2025 and proposes improvement measures for its sustainability. The analysis draws on annual completion reports for 2016-2024, calls and application records for 2016-2025, a policy research report commissioned by the Ministry of Culture, Sports and Tourism, and prior studies on library cultural programs and club support. After reviewing analysis units and missing values, the study identifies 651 institution-year selections over ten years; for 2017-2025, 1,302 applications were submitted, with an average annual competition ratio of 2.29:1. In 2024, the budget fell by 49.0% and the number of selected institutions by 28.6%, while competition rose from 1.76:1 to 3.68:1. Capital and non-capital regions accounted for 47.9% and 52.1% of selections, respectively; however, this balance describes the distribution of selections and does not by itself demonstrate a reduction in regional cultural disparities. The number of institutions per field arts project manager (PM) increased from 5.1 in 2016 to 10.0 in 2024. Across all 651 institution-year records, fine arts (27.3%), theatre (12.1%), performance (11.8%), and crafts (10.6%) were the most common program types. Based on the SWOT analysis, the study proposes seven improvement measures: a three-tier governance structure linking the central government, local governments, and libraries with stabilized financing; a six-stage standard operating cycle with performance feedback; a Culture Connector-centered operating system with professional workforce development; a three-track application system with standardized operation by genre and life stage; a seed-growth-self-reliance growth model; tailored support and a reverse-initiation model for underserved areas; and a digital archive platform for nationwide dissemination.
