The Effect of Public Transportation Usage Characteristics on Reading Activity: An Empirical Analysis for Reading Promotion Policy

In the era of generative AI, literacy-the foundation of critical thinking and the ability to discern reliable information-has become increasingly important, yet the reading rate that underlies literacy development continues to decline. This study examined whether time spent on public transportation, a routine part of daily life for many citizens, could serve as a practical resource for reading promotion policy. A survey of 1,500 public transportation users was analyzed to examine usage characteristics and reading behavior (RQ1), the effects of usage characteristics on reading participation (RQ2), differences in perceptions of reading promotion by participation status and usage characteristics (RQ3), and the effects of usage characteristics and perceptions on future reading intention (RQ4). Results showed that longer usage time significantly increased the likelihood of reading participation (Exp(B)=1.379), an effect that remained significant even after controlling for habitual reading disposition, while current reading participation (Exp(B)=3.514) and perceived need for policy support (Exp(B)=2.691) were the strongest predictors of future reading intention. These findings demonstrate that public transportation travel time functions as Worthwhile Travel Time (WTT), and suggest that reading promotion policy can be more effective when integrated with transportation policy.
