ABSTRACT

It is an important task to formulate the vision and direction of national informatization policy in order to utilize the competitive advantage of information revolution toward connecting to national development of the next generation. Next government has its role and function to enhance the quality of democracy, promote information infrastructure, response actively to social changes, and guide future globalization based upon advanced computing environments and electronic goods & services. In pursuing those goals, applications of information technology to e-democracy, e-government, and e-commerce are essential to basic research and development, manpower training, and infrastructure enhancement. In addition to multilateral cooperation activities for globalization, digital divide among different categories of people and other kinds of inequality in society have to be lessened. The government also has to take management system of organization, budget, manpower, and approaches, into consideration in a favorable way. Especially, it is desirable that informatization strategy shift from top-down, supply-side approach to bottom-up, demand-side approach in response to the coming of e-governance.
