ABSTRACT

Owing to the increasing concern on the digital divide, definition and the necessity for closing the digital divide have been explained by many scholars. Therefore it is a time to pay attention to the means of closing the digital divide. As one of the means to close the digital divide, participation of private sector has become to get a wide attention from scholars as well as policy makers. Therefore the purpose of this study is to investigate why and how the private sectors participate in closing the digital divide, and to show the policies to promote the private sectors' participation. Korean NGOs lack autonomy in implementing their projects, therefore most of their projects are guided by Government, while foreign NGO retain autonomy and have actively cooperated with many private companies in doing their projects Korean companies' concern on the issue of the digital divide is not high as the foreign companies, most of their contributions are skewed toward the donation of telecommunication devices, and sometimes their contribution was initiated in the non-voluntary manner. As way to promote the participation of NGO, allowing discounted rate of telecommunication service charge to NGO, giving an autonomy to NGO, and promoting the NGO's ability in implementing their projects were suggested. Concerning the private companies, increasing tax benefit on the their donation, change of Korean CEO's attitude on this matter, and managing their pro-social activities in systematic and professional ways were suggested.
