AB - In the 21C information & communication cofiguration, the mobile communication service has been rapidly developed, the number of mobile phone subscribers amounts to 31,000,000 and the number of wireless internet subscribers amounts to 27,190,000 as of July. 2002. It shows clearly that the central axis of future communication service market is changed rapidly into mobile communications from conventional telephone.
The other side, as the rapid development of mobile communications, the improvement of wave propagation environment and communication quality were appeared with an important problem. To solve the problem, a technical study and a development are being repeated. But, since a legal restrictions of the mobile phone are relatively many than the wire phone, it has a great difficulty that mobile communication provide its subscribers with a better quality service.
In this study, I examine to restriction connected with the cases of controls according to installation, operation of base station and propose a plan for relax restriction for mobile communication service.
