ABSTRACT

The Korean government has initiated various activities to increase public participation. In particular, ‘Participation Networks Sinmoongo’is a government single face of integrating various public participation channels. Since Sinmoongo is a first public participation portal in the world, it has received many attentions from public agencies, the public and even foreign countries. Currently ‘Participation Networks Sinmoongo’is ready for large scale extension. The purpose of this study is to analyze the operation of ‘Participation Networks Sinmoongo’and suggest several operating directions for increasing public participation. The analysis has been done from three aspects of public participation, portal and system operation. The result shows that‘ Participation Networks Sinmoongo’is successful in constructing a government’s single face of public participation but has some problems in operating the system. ‘Participation Networks Sinmoongo’ needs to be more efficient in treating public suggestions and appeals, and puts more efforts on improving the quality of public services and activating online communications with the public. Before extending the number of public agencies to be integrated to ‘Participation Networks Sinmoongo’, the Korean government has to examine operational problems and fix them.
