ABSTRACT

Nowadays, all economy entities including government face some new trends, globalization and informatization with the revolutionary development of information and communication technologies. These changes are causing governments, businesses and institution to renew themselves in order to deliver more citizen-centered and cost-effective services and remain competitive and relevant in a changing world. This study has two purposes. One is to develop the indexes of measuring the level of e-government based on the five-phases model of the e-government development. The other is to measuring the level of the 43 central administrative agencies by using these indexes. The results show that e-government steps toward the transformation phase in which government service and information deliveries are integrated across the organizational boundaries even though there exist digital divides across agencies. To achieve the upper phase in which government services and information are to be delivered in better ways of what people need or want from government, the government has to integrate business processes, to adopt wide range of common technology standards and to develop shared data resources, software applications and technology infrastructure across multiple agencies.
