ABSTRACT
본 연구는 글로벌 네트워크의 발전과 더불어 새로운 국제정치의 공간으로 등장하고 있는 사이버공간에서 국제관계가 어떻게 변화, 조정되고 있는지를 사이버공간 속에서 제기되고 있는 이슈를 중심으로 살펴보았다.
21세기는 기술, 정보, 지식 자원이 국제정치의 새로운 권력자원이며 사이버공간에서 형성되는 국제질서와 사이버공간에서의 주도권을 장악하려는 갈등이 새로운 국제정치적 핵심으로 등장하고 있다. 그렇다면 정보기술의 발전과 더불어 대두되기 시작한 사이버공간의 이슈들은 어떤 것이 있으며 글로벌 거버넌스 차원에서 어떠한 제도적인 수단과 협력이 강조되고 있는가? 사이버공간을 관할하는데 있어서 기존의 국가 중심적인 행위자들의 역할은 어떻게 변화하고 있으며 어떠한 국제협력의 방식이 나타나고 있는가?
본 연구는 특히 인터넷 주소자원관리, 인터넷 내용규제, 네트워크를 통해 교류되는 개인정보의 관리를 통해 나타나는 글로벌 거버넌스의 원인과 성격을 고찰해 보았다. 그리고 이를 통해 정보화시대 국민국가의 역할에 관한 국제정치적 함의가 무엇인지를 분석해 보았다.
