ABSTRACT

Along with e-Passport adoption worldwide, biometric technologies are emerging as the key foundation of individual identification. Biometric information is beyond a simple collection of information about persons. It involves the intrinsic bio-information of a person, which fact alone greatly raises social privacy concerns. This paper reviews biometrics and privacy issues which are becoming major controversial points in the adoption of e-Passport. As an exploratory investigation on the biometric privacy issues, the study discusses biometric and information privacy issues, legal and institutional issues, and guidelines for protecting biometric privacy. A case study is also carried out on the e-Passport adoption policy in Korea and the related controversial debates among stakeholder. Based on our study, we suggest policy implications for protecting biometric privacy and the successful e-Passport adoption in Korea.
