ABSTRACT

The purpose of this study is to suggest directions and policies in the establishment of policies for foreign workers in Nonsan, based on the survey on foreigners in Nonsan. As a result of this study, the lack of Korean language education, the absence of grievances and residency counceling, the absence of education and consulting for foreign worker employers and foreign workers, the absence of measures to promote participation of local community, and measures to enhance the cultural acceptance of Koreans were found in the support of forein workers living in Nonsan, appeared to be absent. As a policy suggestion, first, it is premised on the establishment of a delivery system according to the policy goals and key tasks of the foreigner policy of Nonsan City. Accordingly, the division of the foreign policy division, which plans and oversees foreign policy as the Donggo Dongrak domestic administrative department of Nonsan City Hall, and the Foreigner Support Division, which manages organic cooperation with multicultural institution is required. Second, it is required to conduct Korean language classes linked to multicultural organizations and to operate Korean language classes for foreign workers by regions where foreign workers are concentrated and by each area. Third, it is required to open the Cheonan Foreign Workers Support Center Nonsan Branch or to establish the Nonsan Foreign Welfare Center for foreigner grievance counseling and residency counseling. Fourth, in the absence of labor counseling, human rights counseling, and return support for foreign workers' employers and foreign workers, unified education and on-site consulting were conducted. Fifth, a community was established to promote foreign workers' participation in the local community, A plan is required to involve foreign workers in the Foreign Representatives' Association so that they can advise and monitor the information. Finally, in order to enhance cultural receptivity, a platform for global citizenship education should be established in connection with multicultural institutions and lifelong learning centers in Nonsan City.
