ABSTRACT

Major European countries are facing a decline in the labor force due to low birth rates and aging populations, prompting them to implement foreign workforce policies in response to demographic changes. Despite their different historical and social backgrounds, Germany and France have both pursued policies that encourage the influx of skilled workers and strengthen social integration. This study compares and analyzes the foreign workforce policies of Germany and France to derive implications for South Korea. The findings indicate that Germany focuses on attracting skilled workers and promoting refugee participation in the labor market, while France emphasizes language and cultural adaptation for immigrants. Based on this analysis, this difference stems from each country’s historical background and economic structure, necessitating a tailored foreign workforce policy for South Korea. This study highlights the importance of establishing a long-term immigration policy, strengthening skilled labor attraction, and supporting cultural integration. Specifically, it emphasizes the need for customized foreign workforce strategies aligned with South Korea’s labor market demands and the implementation of comprehensive social integration programs.
