AB - 우리나라의 민간 영역의 기금성 자금은 대략 68.5조원으로 추정되고 있다. 이들 중 대형공제회를 제외하면, 대부분의 자산이 채권이나 예금 등 안전자산으로 운용되고 있다. 중소형 연기금은 운용관련 조직과 시스템이 미비한 경우가 많기 때문이다. 최근의 경제상황은 저성장 저금리 기조가 고착화되고 있다. 한편, 금융당국 등에서는 공제회에 대한 관리감독을 강화하고자 하는 움직임을 나타내고 있다. 이러한 상황에서 기금의 운용담당자들은 운용수익률 제고와 더불어 투자운용 프로세스 개선에 힘쓸 필요가 있다. 기금의 규모가 작은 중소형 기금의 경우, 비용과 편익을 고려했을 때 아웃소싱이 효과적이다. 하지만, 운용전문 인력이 부족한 기금이 투자 상품별로 아웃소싱을 선정하고 관리하는 것은 어려운 일이다. 공적 영역에서는 이러한 문제를 해결하고 기금운용의 효율성 및 안정성을 기하기 위해 기획재정부 주도로 공적 연기금 투자풀을 도입하였다. 민간 영역에서도 연기금 투자풀 도입을 결정되었고 현재 추진 중에 있다. 투자풀 제도의 장점을 감안하면, 중소형 연기금의 운용담당자들이 운용의 효율성을 기하고자 할 때 투자풀 제도를 활용을 적극 고려해 볼 필요가 있다.
