ABSTRACT

Building Social support system with vulnerable people to disaster is in progress in each country such as crisis management manual for disabled in Korea and preliminary survey for people with special needs in disasters in Japan. This study compared these two countries in order to lead suggestions to Korea. The result shows that the crisis management manual for disabled in Korea supports them to self-check their ability of crisis management. On the other hand, the preliminary survey for people with special needs in disasters in Japan is mostly conducted by local government and its information is shared with related organizations. Thus it is necessary for vulnerable people not only to self-check their crisis management ability but to apply the preliminary survey for people with special needs in disasters by government and related organizations also in Korea.
