ABSTRACT

This study analyzed disaster management system of local government and role of social economic organization in case of Suginami city in Japan. The government revised Basic Act on Disaster Control Measures in 2013. The act emphasizes three key concepts of self-act, mutual assistance and public support. The mutual assistance means an importance of partnership between local government and social economic organization such as cooperative association, non profit organization and so on. The act also stipulates making a list on persons in need of aids on occasions of disaster and sharing these information with related civil organizations. Actually Suginami city concluded a cooperative agreement on occasions of disaster with private sector includes cooperative associations. And Suginami city also improves support plan for persons in need of aids on occasions of disaster by preparing the list of them through regional cooperation networks. The implication to Korea is importance of common purpose, information sharing and role sharing among local government and social economic organizations in order to support vulnerable people against disaster. Especially social enterprises have possibilities to execute these roles because they are already providing job opportunities for socially disadvantaged people by collaboration with local government
