The purpose of this study is to analyze the problem and to find theway of improvement for the residential participation budgeting system inSeoul, 2012. At first, modification to the range of residential participation is urgentassignment to solve conflicts between a local assembly and the Commissionof the residential participation budgeting in Seoul as an organization forthe residential participation. This is a critical point to success the residentialparticipation budgeting system, because sustainable development of thissystem is based on its visible change in local-public policy. Second, It concerned the implementation of the residential participationbudgeting system in Seoul, mega city as a population 10Million people. Overpopulation leads to decrease representative of the organization for theresidential participation. If there are inadequateness problems to adaptessential element for the residential participation budgeting system, thesystem in Seoul have to be revised to focus on its size. Third, bureaucratic operation in the system, the closing of budgetingproposal for resident, absent of infra-structures problems have to be solvedby ‘Civility’of citizen. The administrative local government in seoulconcentrate on building the infra-structures to educate debate training for residents and reducing gradually its role in the residential participationbudgeting system. These improvement will enhance the civility in Seoul-citizen, thereforethey play a role as an agenda-setting party in local-Governace andsupervisor to execution of budget. Eventually, It realize‘Deliberationdemocracy’in our society.

This article pursues the possibilities of sustainable community schoolthrough building principle of socio-economic model. In doing that, it alsopursues the possibilities of community building. Community in city is madeof individual’s interests different from county communities and traditionalcommunities. In Korea, education is crucial issue which every household’sinterest is integrated. Therefore, building and maintaining communityschool is key of making community. Although there are lots of education programs in the city communities,its sustainability, reality and social role are still not clear and controversy isstill on going. This article argues that, to become a sustainable institution,community school should be a form of social economy, and its basicprinciple should be house-hold economy as a form of self-sufficienteconomy. Education is a key issue, integrated interests of many people in Korea. Community can produce education program which community needs andwants. When community provides education what community most need,based on self sufficient principle, community school could be a model ofalternative economy model which substitutes prevailing neoliberal educationand traditional state centered education model.

This paper has a main research interest on the question of howeffectively smart media including smart phone can influence the quantityand quality of civic participation in the policy process compared to desktopor notebook users. Therefore it focuses on verifying whether theproliferation of smart media usage not only has an impact on the increaseof citizen’s policy participation, but also brings some fundamental changesin the patterns of on-line policy participation by moving participator’sfocus from some specific policy process such as agenda-setting and policyevaluation to the entire policy process. To do so, this paper challenges to make an empirical test of somesubstantive impact of smart media usage on the patterns of SNS usage andpolicy participation by utilizing some basic statistical techniques such asfrequency and cross-tabulation analysis and then offers some policysolutions for the revitalization of SNS-based policy participation in the eraof smart media and digital convergence. The research outcome shows that Korean SNS-based policy participatorshave a higher level of awareness for the entire policy process regardless oftheir use of smart media appliances and thus actively participate in thepolicy process. In particular, they are highly interested some specific issuesincluding social justice or equity associated with the area of redistributivepolicy. In addition, policy participators most strongly perceive their policyefficacy in the policy-making process rather than in any other policy process.
