ABSTRACT

This study is intending to look into diverse aspects of citizen-participatory democracy in network society, and to analyze how to interpret such aspects. For such an analysis, this paper analyzed major political actor's change of the citizen-participatory method from the perspective of social construction of technology. This study applied the qualitative methodology of case analysis as this paper's research methodology. The central/local government, political parties and citizen's political participation dynamics, into which this study looked show a distinct difference from the existing offline citizens' participation. First, citizens' participation of network society is showing a gradual increase in activity based on the bottom-up method through a citizen's voluntary participation away from the traditional top-down method-based mobilization for participation. Second, even the top-down method is changing towards the method of inducing citizens' participation other than the existing one-way hierarchical method. Third, this study confirmed that the follow-up network-based citizen-participatory activity will do interaction on 3 sorts of layers, i.e. technical development, increase in citizens' participation, and the Political Activity Regulation Law working as a restrictive factor on citizens' participation, and concurrently, the level of bottom-up & top-down method based citizens' participation will be determined.
