ABSTRACT

This study investigates the structural transformation and development paradigm of Korea-China Hezuo Banxue (joint school operations) in the context of the COVID-19 pandemic, with a focus on the implications of digital transformation. Through a qualitative analysis of ten representative programs and related policy documents, the study identifies key institutional shifts and emerging challenges. The findings reveal four major structural issues. First, significant disparities in academic standards and the absence of an integrated quality assurance framework limit the long-term sustainability of Hezuo Banxue. Second, a structural imbalance in degree offerings—where 91.6% of programs are at the undergraduate level and 78.82% grant Chinese- only degrees—hinders deeper academic collaboration. Third, regional disparities persist, with most programs concentrated in coastal provinces, thereby limiting access for inland regions. Fourth, the accelerated shift toward digital education has exposed challenges such as fragmented platform management, inconsistent LMS integration, and the lack of standardized hybrid learning models. To address these issues, the study proposes: (1) expanding participation from top-tier universities in both countries; (2) promoting diversification in degree levels and joint degree schemes; (3) designing regional specialization strategies aligned with local industries; and (4) establishing a long-term roadmap for digital transformation in international education cooperation. These measures, supported by policy alignment and institutional collaboration, are essential to reposition Korea-China Hezuo Banxue as a sustainable and future-oriented model of global higher education. While the present study offers practical implications, it also acknowledges limitations in scope and time frame. Future research should include longitudinal studies and comparative analyses with other international joint education models to provide broader insights into the evolving landscape of digital higher education.
