ABSTRACT

In this study, the problems and tasks of changes in the educational environment on liberal education were reviewed and analyzed through the cases of the "Jeju National University 2021 Curriculum." For this, the problems of "Improvement of the Quality of Higher Education" required in the educational reform in the 1980s were examined. Instead of stably securing higher education finances so that universities can seek ways to improve the quality of autonomous and practical education, the practical demand for the generalization of higher education was emphasized. Next, the cases of competency-based liberal education were analyzed and reviewed. Although the competency base was put at the forefront, it was noted that in reality, evaluation led by education policy authorities and a pretending reorganization to attract financial support projects linked to it were suspected. Based on this, the current status and tasks of liberal education in the post hybridity era were derived. The IMD education sector competitiveness indicator used to emphasize the need for "Improvement of the Quality of Higher Education“ is linked to the expansion of educational financial support. Nevertheless, policy authorities have linked financial support projects to restructuring, and there is a vicious cycle in which universities focus only on indicator-oriented changes to secure educational finances. In order to normalize liberal education, educational financial support that guarantees autonomy, not a business method l inked to evaluation, must b e preceded. It is because the liberal education curriculum should focus on "People-centered Contents" rather than "Indicator-oriented Competency."
