ABSTRACT

The purpose of this study is to suggest ways to establish the functions and roles of the Korean Council on Social Welfare by looking at the development process of the Community Welfare Council in Japan. To this end, this study analyzed how Japanese Social Welfare Council, the most active social welfare council in Japan, has developed its identity from the earliest days to the present. According to the analysis, it has developed the identity within the characteristics of the consultative model, athletic model, and business model, recently progressing to the combination of these three types. Compared to the case of Japan, there is confusion in Korea regarding the function and the role of social welfare council because it has been developed in top-down management style without sufficient discussion about its identity. Accordingly, a new role is required in the Council for Social Welfare, that is, the establishment of a "local welfare community centered on solving local welfare problems. To carry out such function, the government will have to develop the nature of the "resource-linked social welfare council along with the three existing types of characteristics,
