ABSTRACT

This paper examines how the Japanese government's diplomatic policies on China changed by government after the 1990s. We also attempt to demonstrate the links between theoretical knowledge and the reality of the situation in East Asia. The independent variables in this paper are China's rapid economic growth and Japan conservatism (especially the Koizumi·Fukuda cabinet in Japan). The significant features of the political order are that the political and economic relations between China and Japan have deepened and diplomatic affiliations among Japan, China and the US have been conducted against the Soviet Union. Sino-Japanese relations are entering a transition stage, shifting from the older special political order that started during the Cold War. Japan is strengthening the US-Japan alliance and is trying to normalize the relationship between China and Japan. Japan's policy towards China has shifted from an oriented strategy like the ODA program and the Japanese government seeks to prevent China from territorial ambitions. Also, China raises pressure on Japan in sea disputes like the East China Sea. Through this paper, we emphasize that the Japanese government needs to maintain reciprocal relations with China to improve its international standing and is seeking to better ties with China in Northeast Asia.
