AB - Everything changes with time, including democratic civic virtues. This study suggests that diachronic citizen minds of past, present, and future be modernity, democratic civic virtue, emotions, and social intelligence. The name of emotions and social intelligence is tentative. It should be renamed to democratic and harmonious discourse in the global society. The discourses are now undergoing with social media on the Internet such as Twitter, TV, and so on. Modernity used to focus on the physical and safety needs of Abraham Maslow. Democratic civic virtue focuses on social order. Emotions and social intelligence should focus on a harmonious and peaceful way of life for global citizens, organizations, states, and international society. This way of life will be possible with the aid of social media. The three citizen minds are not exclusive to one another but complementary. The most important thing to which we should pay attention is the social, international, autonomous education mechanism of the new citizen mind. As an ideal society, the plateau metaphor is introduced.
