AB - This research attempted to derive implications that Korean society can obtain by examining the background of England’s institutionalizing citizenship education enforced within the public education system, the content of citizenship education, and the result of citizenship education. England is a country that has the longest tradition of democracy in the world but actually it was not before the 1990s that it increased its interest in full-scale arguments over citizenship education. Also, it was in the 21st century that it attempted to systematize and institutionalize citizenship education in schools.
Citizenship education appeared as the means to lead the people to social participation and integration by overcoming social problems caused by the country’s conversion into multicultural society and increase in the problems of young people. The purpose of citizenship education within national curriculum is to help equip young people with knowledge, skills and understanding that are needed to perform their roles in a civil capacity. It is to enable them to learn knowledge and skills needed to materialize the enhancement of citizenship and participatory democracy and to practice life as active citizens realizing their rights, duties and responsibilities. England's citizenship education is operated as an independent curriculum in itself and, at the same time, actively integrates the contents of citizenship education into other curriculums. Furthermore, citizenship education is not only limited to classes but also exerts influence on school culture, being connected with communities. After citizenship education has been institutionalized, young people’s understanding of communities, sustainability, global connections and human rights has increased through citizenship education.
