A Study on the Performance- Based Contracting out of Workfare Programs

ABSTRACT

The purpose of this study is to analyze two sets of questions: 1) To what extent, and by which means, have the elements of performance management been included in the structure of workfare programs? 2) How can unsystematic financial expenses be countered relative to the types of performance-based contracting out of workfare programs? Study results indicate: 1) There is little flexibility in performance management between self-governing bodies and contractural operators because national standardized business systems were applied to the Self-Supporting Programs, Hope-Reborn Project, and Employment Success Package Program; 2) There are problems with the selection of target personnel, the quality of employment, and the delivery system because of the similarity and redundancy of target personnel and business methods in the local area. One clear corollary of the research findings is that long-term, continuous systematic performance management is important.
