ABSTRACT

The Chinese government has been operating the socialist market economy, and Chinese public organizations have been their typical human resource development and recruitment schemes for long periods of time. The human resource development and recruitment schemes of Chinese public organizations have been adopted by the Chinese government, CCP(Chinese Communist Party organization), public organizations, and SOEs(State Owned Enterprises) consistently and coherently. As China's economic and political influences over the world have been growing, the systematic research on the human resource management system of Chinese government and public organizations would be of great value, since not only the human resource development and recruitment system of Chinese SOEs could be understood through this study, but also this system of Chinese government and public organizations could be understood more clearly. This study has attempted to present the theoretical and practical suggestions to help us to understand how the cadres and senior managers are promoted and recruited.
