AB - This study introduces measures designed to increase exchanges and cooperation in the field of HRD amidst the ongoing changes in inter-Korean ties. At the current level of inter-Korean exchanges, it is hard to expect improvement in the field of human resource development. The priority in terms of the provision of support and cooperation with North Korea in the HRD field, should be given to the mitigation of economic difficulties and the increase of mutual benefits. In addition, the processes of support and cooperation should be approached from the long-term standpoint of a unified Korea. Furthermore, all of this should be implemented for the long-term goal of mutual prosperity.
