ABSTRACT

Wartime controversy over the operation control transfer from 2006 was an unprecedented event in Korean society. In case of wartime operation control command, it was proposed by government first, and policy makers presented it for breakthrough for a presidential election or a political strife, and it became an issue, whereas a case normally becomes an issue then comes up for governmental discussion and is adopted as a policy. Yoon Kwang-ung, Defense Minister in 2006, offered military structural reforming concept plan to persuade army and veterans who opposed to the wartime operation command control command transfer which might occur diminution of the military power. Military structural reform 2020 is embodiment of this concept. However, military inside and conservative force didn’t easily agree. Especially, concern of the secession of the U.S, armed forces in Korea and the insufficiency of Korean military high-tech equipment electrification in completion deadline of the operational control command transfer have not been settled. The ROK Armed Forces is in the big framework of dependence on American support. In the process of the dispute, the issue has been a moment for us to awake many things in not only the domestic issues but also in the alliance with the U.S. and why the Korean army should be modernized for the operational control command transfer, and the U.S. armed force in Korea seemed to allow no exceptions in U.S. global defense posture review for its global strategic plan and benefit. By the end of the Cold War, conventional threats of U.S. have been solved. But in the process of reorganization to new military strategy having suffering from light disputes worldwide, even though it was decided by our intention, the operational control command transfer was determined by the influence of international politics change.
