Indicate that the international community uncovers its determined position as for nuclear disarmament and nonproliferation along with grave concern about uclear proliferation. There are several ways to achieve nuclear disarmament and nonproliferation involving nuclear weapons free zone (NWFZ). At present we see seven NWFZs in operation worldwide and the plenary meeting for LNWFZ-NEA consisting of civil experts from 9 nations including US, China and Russia is on the course of discussion under a leading role of Dr. Endicott since 1992.
The 1998 plenary meeting in Helsinki introducing 'Basket Structure', the 2001 Seoul meeting terminated draft treaty for the LNWFZ-NEA that is still under in-depth deliberation. The LNWFZ-NEA has international & regional implication encompassing the 1st NWFZ regime with nuclear-have states, the 1st inclusion of the concept limited, and contribution to easing regional tension, building up CBMs and strengthening nuclear arms control regimes like NPT or CTBT, etc. To lift feasig nuclefor setting up the treaty, the ROK should pursue such strategy as conversion of Track-II meeting to Track-I, lessening our security feas & impact on the US nuclear umbrelII, resolving NK's nuclear iasue & enhancing South-North CBMs, and reinforcing regional cooperation for the peaceful use of nuclear energy and so forth.
