A Study on North Korea Military Evaluation During Carter Administration Decision Making towards the US Troops Withdrawal Policy - Focused on Evaluation Change of DoD and Military Authorities -

ABSTRACT

The US troops in the Carter administration withdrawal policy was examined and executed just week after the presidential inauguration. Although most government organizations including the Department of Defense had regarded the station of USFK necessary, the Department of Defense admitted the withdrawal policy from the political perspective in the CarterA dministration. However, military authorities had various thought on the evaluation on North Korea's military capability. Meanwhile, CINCPAC and USFK continued to oppose the withdrawal but JCS and the US Army had opposed the withdrawal before the Carter Administration, changed their position to admit the withdrawal on the condition that there should be compensatory measures for the USFK withdrawal. In conclusion, the primary factor for the withdrawal policy was the Carter Administration's political volition, and these condary factor was the military evaluation that the ROK Army can defeat North Korean Army without the USFK's Ground force if US AirForce's support is pertinent. Here we can find out that the Carter a dministration's political volition and the military's evaluation alteration on North Korean military capability played a key role indeciding the USFK withdrawal policy.
