ABSTRACT

This study is written to shed light on the role of the Republic of Korea(ROK) in the process of the establishment of the United Nations Command(UNC) against the backdrop of the Korean War. International Specialist President Syngman Rhee led to overcome the national crisis by focusing on Wartime Diplomacy targeting the U.S. and the U.N. instead of focusing on insufficient troops and conventional weapons. As a result, a breathless diplomatic war unfolded at the U.N., the U.S. Embassy in Korea, the Far East Command, and the Korean Embassy in the U.S., raising the clash between the two Koreas to a showdown between the U.N. Command and Communist Forces. Launched one month after the outbreak of the Korean War, the UNC successfully signed an Armistice Agreement by defeating communist aggression as the main agent of the war.In the process, the "Message" sent by the South Korean government and the National Assembly to the U.S. President, the House of Representatives, and the United Nations General Assembly on June 26, 1950 contributed decisively to the drafting of UN Security Council Resolution 83, which provided the basis for the establishing of the United Nations Resolution 83 highlighted the Korean government's diplomatic achievements in the text, saying, "Having noted the appeal from the Republic of Korea to the United Nations." Accordingly, I would like to analyze the subject, delivery process, and ripple effect of the "Message" of the Republic of Korea on June 26. If the efforts and sacrifices of the Republic of Korea, which were hidden by the leading role of the United States in the early days of UNC history, are properly evaluated, it is expected to help strengthen its status in UN history in the future.
