We looked at the process of Goguryeo's frustration with the loss of the Han River basin to Silla and Baekje, and in this process, we summarized the limitations of Goguryeo's southward progress policy. In the 6th century, Goguryeo had a serious conflict between its aristocratic forces during the course of its succession to the throne. While Goguryeo's national power was weakened by internal strife, Silla actively promoted the northward movement. It is confirmed through the "Danyang Shilla Jeokseongbi(丹陽新羅赤城碑)" that Silla crossed Jukryeong(竹嶺) and attacked the enemy area before 551. Silla and Baekje attacked Goguryeo's Han River basin in 551 and occupied the upper and lower rivers of the Han River. Silla attacked and occupied the 6counties(6郡) occupied by Baekje, and established a Sinju(新州) with 10counties(10郡) upstream of the Han River. It is argued that the location of the 6th Army, which was recently taken by Baekje, should be limited to the south of Hanyang County(漢 陽郡; Bukhansan County(北漢山郡)) based on archaeological data. However, we looked into the fact that Silla earthenware from the mid-6th century has been identified in Yeoncheon, Yangju, and Pocheon areas, so it should be reconsidered. Goguryeo promoted southward progress policy in the 4th and 5th centuries, but the southward progress policy eventually failed as the Han River basin was lost to Silla in the middle of the 6th century. The reasons for the failure of Goguryeo's southward progress policy were largely divided into external and internal factors.
