In this study, President Syngman Rhee’s two-year speeches before the total Communist attack on the Republic of Korea (ROK) adopting the presidential system since 1948 were investigated and analyzed with a focus on national security issues. During this time, he delivered more than 209 speeches, including recorded and English speeches. From July 24, 1948, to December 12, 1948, President Rhee delivered over 41 speeches to rapidly recover the political and social stability of the ROK. Furthermore, he put emphasis on the necessity of national unity in order to obtain the recognition by the United Nations (UN). From December 12, 1948 to June 30, 1949, President Rhee delivered over 76 speeches to alert Korean people, paying special attention to the Chinese communist victory in mainland China. Before the withdrawal of the US troops from the ROK in 1949, he called for the Korean people’s responsibility on national security. From June 30, 1949, to June 25, 1950, President Rhee delivered over 92 speeches warning against the threat of communist invasion and urging international cooperation. Moreover, based on the territorial clause of the ROK’s Constitution, Rhee mentioned the reunification of Korea by recovering the northern area of the Korean Peninsula. President Rhee’s speeches, from his inauguration as the first president of the ROK in 1948 to the outbreak of the 6·25 War in 1950, were both defensive and counteroffensive against communist threat and provocation. His speeches, both in Korean and English, focused on encouraging the will of the ROK Army and Korean people for national security and achieving international security cooperation
