ABSTRACT

This paper examines Hong Dae-yong’s (洪大容) thoughts on military construction and operation as presented in Imhagyeongnyun (林下經綸), which is part of his collection of writings, Damheonseo (湛軒書). Hong Dae-yong presented methods for military training and manpower recruitment by unifying administrative and military organizations and suggested training an army of one million soldiers through the integration of agricultural and military duties (兵農一致). He offered detailed strategies for enhancing defensive capabilities, emphasizing the superiority of stone fortresses. Regarding military operations, Hong Dae-yong emphasized bujeonseung (不戰勝) as the ideal outcome. However, he argued that in actual warfare enemy should be completely annihilated to eliminate future threats. Although Hong Dae-yong’s military discourse demonstrates significant foresight, he failed to propose equitable administrative divisions for governance and advocated uniformly training 100,000 soldiers per province without considering regional differences. Furthermore, his vision of merging civil and military roles—appointing local administrators as military commanders—along with his proposed fortress construction methods, lacked practicality. Nonetheless, Hong Dae-yong’s commitment to strengthening the military through the integration of military and agricultural systems, along with his concrete proposals to curb military service evasion, reflects his innovative and patriotic mindset.
