ABSTRACT

To examine the construction and development process of the Haemi Military Command Headquarters during the early Joseon period, this study explores the background of its relocation, the personnel and material organization, and the military significance of the Chungcheong Provincial Military Command Headquarters. To defend against Japanese Raiders(倭寇), the Joseon military implemented a land-sea coordinated defense strategy, in which the naval forces used warships to capture enemy vessels at sea, while land forces intercepted any enemy troops that landed. Within this new defense strategy, the Chungcheong Provincial Military Command Headquarters was relocated from Isan to Haemi. The Haemi Military Command Headquarters gradually expanded its facilities and personnel. As a result, various structures were built within the large fortress, and a significant number of soldiers and a diverse group of administrative officials were stationed there. Over time, as the authority of the Provincial Commander-in-Chief increased and the coastal defense strategy shifted from a navy-centered approach to a fortress-based system, the military significance of the Haemi Military Command Headquarters grew even further.
