ABSTRACT

This study examines the six meetings between Kim Ku, President of the Provisional Government of the Republic of Korea, and Jiang Jieshi, Chairman of the National Government of China, held between 1938 and 1945, to explore the significance of the Provisional Government’s diplomatic activities and the process of securing the autonomy of the Korean Liberation Army. Conducted under the special circumstances of a government-in-exile during the Sino-Japanese and Pacific Wars, these meetings functioned as de facto summit diplomacy that shaped the strategic direction of the Korean independence movement, including the recognition of the Provisional Government, the reorganization of the Liberation Army, and the repatriation of its members. The study divides the meetings into two phases: the pre-liberation period (1938–1944) and the post-liberation period (September–November 1945). The earlier phase focused on diplomatic negotiations to secure the legitimacy of the Provisional Government and the independent status of the Liberation Army, thereby elevating the Korean question to an international political issue. The later phase addressed practical concerns such as repatriation, military reorganization, and the establishment of the Korean Representative Mission in China. Despite delays in formal recognition, Kim Ku sought to demonstrate the Provisional Government’s legitimacy through the strengthening of the Liberation Army’s autonomy, while Jiang Jieshi effectively acknowledged it through direct subordination, financial aid, and institutional support. Ultimately, these meetings consolidated the diplomatic legitimacy of the Provisional Government and reinforced the autonomous status of the Korean Liberation Army, marking a pivotal turning point in the diplomatic achievements of the Korean independence movement.
