ABSTRACT

In this study, we summarized the status of major economic laws and regulations following the revision of the Socialist Constitution in 2019 and analyzed the characteristics of the revisions to identify changes in North Korea's economic management method. As a result of the analysis, features that provide a glimpse into changes in economic management methods in each sector were derived from the revisions to the People's Economic Planning Act, Finance Act, Farm Act, Enterprise Act, and Trade Act. Meanwhile, as a result of reviewing follow-up measures in each field to determine whether the law performs the function of providing collateral for the implementation of the North Korean authorities' economic management method, it was also discovered that changes in the economic management method could be predicted. In terms of plan establishment and implementation, there is a high possibility that the government will specify what must be achieved and force strict obedience. In addition, there is a possibility of returning to central management, such as weakening financial support for the agricultural sector and promoting grain policy. In the field of foreign trade, trends in preparation for the resumption of trade have been identified, but considering the revision of the Trade Act in January 2022 and the contents of North Korea's official meeting, it is expected that the central control will be further strengthened. In general, the North Korean authorities are expected to continue their economic management approach that focuses on economic maintenance and reinforcement for the time being.
