ABSTRACT

The purpose of this paper is to present the direction of the future policy by carrying out an empirical analysis of cultural adaptation as well as the system status, political and philosophical considerations in order to confirm the policy implication and social needs for foreign workers’ participating in the KIIP. First, the results of the analysis on the system showed that the KIIP is an active and key policy tool for immigrant social integration policy. Next, as the result of the analysis of the status of system, the participation of foreign workers including non-professional employment (E-9) status was confirmed to increase continuously. The political and philosophical review concluded that in order for Korean and foreigners to develop a mind set of mutual recognition and equal peers, it is necessary to aim at becoming a perfect party of social life in which a minority of people can interact with all people as equal citizens. The participation of the KIIP as a policy tool for this purpose is also very important. Finally, the empirical analysis of cultural adaptation suggests the direction of the policy as follows. First, the environment for foreign workers’ participating in KIIP should be positively promoted in order to improve their adaptation to both daily life and their jobs. Second, it is necessary to develop a KIIP curriculum that reflects the general characteristics of foreign workers. Third, the recognition of the value and importance of the KIIP system needs to be shared among the members and the supported cooperation for the program should be strengthened. Fourth, Koreans need to change their thoughts about migrants to recognize immigrants, including foreign workers, as equal peers and members, and it is necessary to improve the system to induce this.
