China's Human Rights Policy and Its Implications-Focused on the Comparison with Universal Human Rights Concept-

ABSTRACT

China has been reacting to human rights matters very sensitively. Especially about China's human rights matters caused by international society, Chinese government responded with human rights of Chinese characteristics by applying their traditional characteristics and cultural relativism. As international status of China is getting improved, and responsibility that international society can acknowledge was raised, a limited change of human rights policy is going on through 'Chinese Human Rights White Paper'. Nevertheless, the first major factor about changing human rights policy of Chinese characteristics was a self-reform effort, which means a compromising change that the government would utilize relativism about direct criticism on their own country even though they would accept the universal human rights. The second factor is the chinese government responded as a human rights policy with the characteristic of China to raise the issue of human rights as a responsible nation of the international society while forming a market economy by rapid economic development. The third factor is the economic stabilization of the people, and the development of the Inter net gave the experience in various ways to the human rights problem and the Chinese government responded. The implications about human rights policy change of Chinese characteristics were suggested from the aspects of the improvement of image towards international regime about universal human rights notion, limited efforts for development to citizen society, and joint awareness improvement between prevention of internal conflict in China and both opinions. However, most of all, as long as the one party ruling system is continued, human rights matters will be still limited, and Chinese government will also continue to stick to the position of Chinese characteristics.
