ABSTRACT

This study analyzed the process of the amendment to the Nationality Act, which introduces a simplified nationality acquisition system for children of permanent residents considering the deepened anti-China sentiment after the COVID-19 pandemic. To this end, the policy process was investigated through Kingdon's multiple streams model. The policy stream model is a model that analyzes the problem stream, the political stream, the policy stream, and the process in which the policy change occurs as the policy window is opened by the combination of the three streams. As a result of the analysis, the alternative of granting nationality to Korean-born children of permanent residents for the purpose of securing a productive population and social integration in an era of population decline is an alternative that had a reasonable policy process, but an anti-China sentiment has acted as an obstacle to policy implementation. Second, the implementation of the policy could not be carried out quickly, so the next step for law revision could not be carried out. Also, due to the lack of a smooth process of collecting opinions and insufficient persuasion work, the policy window that was opened through the notice of the legislative amendment was quickly closed, and the policy process for the introduction of the simplified nationality system was stopped.
