AB - This study is a scoping review conducted to map the research trends of community-based network liaison models proposed in prior literature to address the crisis of socially isolated and withdrawn populations. The analysis encompasses 45 core publications and grey literature meticulously screened from domestic and international academic databases. The findings demonstrate that the response systems are structured into three key dimensions. First, the initial outreach phase features a complementary integration of traditional community-driven face-to-face outreach, machine learning-based screening forecasting, and non-face-to-face detection utilizing voluntary self-disclosure in digital environments. Second, in the case management sector, while state-led governance is rapidly institutionalized through frameworks like Youth Future Centers, there is a critical demand for an interprofessional integration mechanism driven by "Link Workers" to overcome service fragmentation. Third, to promote sustainable social capital, the efficacy of technical infrastructure (AI/XR) and culture-mediated therapeutic spaces has been empirically verified alongside local ordinances. This study provides crucial scholarly and policy implications for reshaping welfare delivery infrastructure and establishing integrated public-private governance.
