The Growth Strategy for MSEs in Korea and Japan: Comparison and Its Implication

ABSTRACT

After South Korea enacted mid-sized enterprise (MSEs) development policies in March 18, 2011, a variety of measures to foster the global mid-sized enterprises has been discussed by academic and industrial world. Especially it has been alleged that MSEs must grow in order for the growth structure from small sized enterprises to MSEs and to big companies should be settled, the economic development in Korea, and the high quality job creation. However MSEs, unlike the small-sized enterprises, are not only able to get all kinds of support from the government, but also face the condition that has to compete against the big companies. Fortunately, the Korean government enacted the Industrial Development Act to foster MSEs’ growth, but regardless of government support, the MSEs must have an entrepreneurial sprit and will to grow by themselves. Therefore, we have studied the historical background of the MSEs’ growth in Japan whose economic environment is different from South Korea’s, analyzed the perception regarding the MSEs in Japan, and sought the implication for Korea.
