Russian Foreign Policy towards East Asia and Korean Peninsula in the Third Term of Vladimir Putin’s Presidency:Focusing on the First Year

ABSTRACT

Russian Foreign Policy towards East Asia and Korea peninsula in the third term of Vladimir Putin succeeds the pragmatic foreign policy in the first and second term of his presidency. Also, Vladimir Putin continues to keep the former President Medvedev’s Eastern Policy which underscores the importance of Asia and Europe equally. Moreover, Putin accelerates Far Eastern Russia and Siberia Development through the Chinese bold investment and inflow of workforce, and cooperation between Russia and Japan, Republic of Korea. However, Putin does not implement more concrete policy about Russia-ASEAN relation and ASEAN+3 (member states of ASEAN, China, Japan, Republic of Korea) in Southeast Asia, even though Russia has participated in East Asian Summit and utilized dialogue channels of G20 and ASEAN. Until now, Russian policy on Korean Peninsula maintains a status quo. It originates from the inefficient process of economic projects about Korean peninsula, for example, the construction of gas pipeline and the connection between Trans Siberian Railway and Korean peninsula railway. Unless Russian Federal government shows more concrete policies, Russia would not be able to increase her influence power on East Asia and Korean peninsula.
