ABSTRACT

As the North Korea repeated its nuclear test in the 2000s, the international community has been continuing economic sanctions against North Korea. The major donors have tended to greatly reduce aid to North Korea by participating in UN sanctions, but Switzerland is expanding aid to North Korea. This paper examines aid from Switzerland to North Koreas. According to this study, the following characteristics of aid for North Korea from Switzerland were derived. First, Switzerland’s aid to North Korea largely based on humanitarian motives in terms of 100% grants although there were a certain level of tied grant. Second, most of the areas related to improvement of the basic life of the residents such as humanitarian aid in the support field, and lastly, the support method is characterized by the support based on direct contact with the North Korean people. Overall, Switzerland’s support for North Korea is pursuing a supportive approach based on humanitarian motives, which means that it has been able to increase rather than halt its support to North Korea despite the ongoing sanctions.
