ABSTRACT

This research aims to examine how Xi Jinping, China’s general party-secretary, attempts to enhance political power and legitimacy through institutional adaptation. To this ends, this paper addresses three key aspects as important institutional adaptation to existing rules of game. First, the coalition from the lower, such as the Politburo Committee, and the rise of loyalty-based selection of Politburo Committee are discussed as one of major institutional adaptations. And then, the paper explains how the emphasis on the Party-centered governance in the 19th Party Congress results from Xi’s empowering the Leading Small Groups over the last five years, making the Partyde facto decision-maker. Lastly, I attempt to explain how Xi Jinping’s Thought and its inclusion to the Party Charter would play a role in consolidating his ideological authority and political legitimacy in ruling China. In conclusion section, this article makes an overall assessment on institutional adaptation in China’s 19th Party Congress with brief prospects on Xi’s second term.
