ABSTRACT

Recently, China’s severe air pollution has been considered as the major environmental issue in Northeast Asian region. Also, Long-range transport of air pollutants originating in China has a major external impact on the high PM2.5 concentration episodes and atmospheric environment deterioration in Korea. Therefore, to perform the PM2.5 mitigation policy pursued by the Korean government more successfully, it is necessary to conduct the more precise analysis on the present condition of China’s PM2.5 pollution and to carry out the integrated approach to China’s atmospheric environment management policy. The management of transboundary air pollution between Korea and China needs not only to consider mitigating air pollutants in China, but also to focus on the environmental policy exchanges between Korea and China, cooperation in various fields such as industry, technology and public health, and especially the political and economical factors in global environmental governance. In particular, it is necessary to pursue sustainable development in the atmospheric environment cooperation between Korea and China, through the Cooperation Paradigm Approach, Cooperation in Scientific Research Approach, and Implementation of Cooperation Mechanism Approach. Above all, the atmospheric environment cooperation system between Korean and Chinese government, based on the strong policy commitment and solid implementation of the central governments, has to strengthen the bilateral and multilateral cooperation system and to diversify cooperation channels among local governments and private sector.
