AB - 2022년 9월 5일은 「제20차 하계 올림픽대회」가 열리고 있던 독일 뮌헨(München)에서 끔찍한 테러가 발생한 지 50년이 되는 날이었다. 1972년 그날 팔레스타인 테러단체 “검은 9월단”(Black September)이 올림픽선수촌의 허술한 보안을 뚫고 이스라엘 선수단이 묵고 있던 숙소에 침입하여 선수단 11명 중 2명을 현장에서 살해하고, 나머지 9명을 인질로 잡아 인질극을 벌이는 사건이 발생하였다. 독일 당국이 펼친 구출작전은 실패로 끝났고, 이 과정에서 인질 9명 전원과 독일인 경찰관 1명이 사망하였다.
그날의 참사를 함께 기억하고 추모하기 위해 2022년 9월 5일 바이에른주(Bayern州) 퓌르스텐펠트브루크(Fürstenfeldbruck)에서 거행된 「1972년 뮌헨 올림픽 테러 50주기 추모식」에는 프랑크-발터 슈타인마이어(Frank-Walter Steinmeier) 독일연방대통령, 이츠하크 헤르초그(Issac Herzog) 이스라엘 대통령, 토마스 바흐(Thomas Bach) 국제올림픽위원회 위원장 등이 참석해 추도 연설을 하였다. 이 날 추모식의 주빈이라고 할 수 있는 피해자의 유족들도 자리를 함께 하였다. 그러나 추모식이 열리기 불과 며칠 전까지만 해도 유족들의 참석 여부는 불투명한 상황이었다. 그 이유는 독일 정부가 유족들에게 지급하여야 할 합당한 배상액 등을 둘러싸고 지난 수십 년간 유족들과 독일 정부 당국 사이에 빚어져온 갈등이 해소되지 않았기 때문이다. 그러다 추모식을 며칠 앞두고 양측이 과거사의 진상규명, 책임 인정, 그리고 배상에 합의하였고, 이에 따라 유족들이 추모식에 참석하였던 것이다.
이번 50주기 추모식에서 독일 대통령이 당시 독일 정부 당국의 거듭된 실패에 대한 책임을 인정하고 유족들 앞에서 용서를 구하는 한편, 유족들의 진실을 알 권리를 인정하고 참사와 관련하여 아직 밝혀지지 않은 진상을 규명하기 위해 ‘이스라엘-독일 역사가위원회’를 구성해 과거사를 정리해 나아가겠다는 의지를 표명하였다는 데 의의가 있다. 이는 사건이 발생한 지 반세기의 세월이 흐른 뒤에야 나온 반성과 약속이라는 점에서 조치로 여겨지기도 하나, 이제라도 피해자 유족들의 응어리진 한을 풀고 진실을 규명할 수 있는 단초가 마련되었다는 점에서 주목할 만하다. 향후 꾸려질 양국 공동의 역사가위원회가 어떻게 활동하고 어떤 후속 조치가 취해질지 지켜볼 일이다.
